How to pin a sticky question to the top of the questions page?

I have an important question to be pinned to the top of the questions page. So I open the single question, but there is no option for pinning to the top. Is there an instruction to solve it? Could you help me please?

Very easy to do it, just navigate to Dashboard >> Questions >> All Question, pick the question you want to pin, keep the option „Pin question to top of archive page“ checked as follows:

That does not work. there is no way to pin to top. I can not find out it.
